Perludem Executive Director Khoirunnisa Nur Agustyati proposed that the Revision of Election Law Number 7 Year 2017 be included in the 2024-2029 National Legislation Program.
One of the considerations is to review the implementation of simultaneous elections, which according to Perludem did not have a significant impact in reducing invalid votes.
“In the 2019 elections, after undergoing simultaneous elections for the first time, it turned out that we experienced extraordinary electoral complexity,” said Khoirunnisa in a meeting with the Legislation Body of the House of Representatives, Wednesday (30/10).
“I still remember that after the 2019 elections, there was a desire to revise the Election Law, but at that time the revision was not continued because the government focused on COVID-19,” she continued.
According to him, similar complexities also occurred again in the 2024 Simultaneous Elections yesterday. Perludem believes that the results of the implementation of simultaneous elections have not fully met expectations in terms of efficiency and reduction of invalid votes.
“In 2019 there were around 17 million invalid votes and in the 2024 elections there were around 15 million invalid votes,” he said.
The Election Law is the most tested law in the Constitutional Court. Law Number 7 Year 2017 has been tested 134 times, Perludem itself has submitted the test 26 times.
With so many material tests, Perludem sees that many of the Court’s considerations should be the basis for revising the Election Law in this DPR RI period.
Another important proposal in the Constitutional Court’s consideration, which according to Perludem should be regulated in the Election Law, is to integrate elections and regional elections.
This is because the two electoral systems have similarities in implementation. They propose that there should be no more differences in regimes between elections and regional elections.
“In simple terms, it can be said that both elections and regional elections have the same elements, both are organized by the KPU,” he said.
