The organization of simultaneous general elections that have been held in 2019, and finally in the 2024 elections, have the same problems. In fact, the problems that occur in the 2024 elections are much worse. The problems that arise no longer only include complicated election management, but also problems with election organizers, election systems, and increasingly weak enforcement of election law.

There are at least several very crucial problems in the two elections of 2019 and 2024, both in terms of the process and the results seen from the simultaneous elections that have been held. Some of the most fundamental ones are: the failure to encourage the strengthening of the presidential system, the failure to simplify and institutionalize political parties, the complexity for voters to make choices, the high workload of election organizers, and the ineffectiveness and inefficiency of organizing elections.

In fact, the initial purpose of the emergence of simultaneity, as in the decision of the Constitutional Court (MK) which decided to hold presidential and legislative elections simultaneously, was to bring the effectiveness of the presidential system of government through the simplification of political parties and the efficiency of organizing elections in the aspects of budget savings, time, and the right of citizens to vote without hindrance.

Through this policy recommendation document, the Association for Elections and Democracy (Perludem) has the initiative to offer alternative options for the design of election simultaneity in Indonesia by considering the constitutional election simultaneity options as stipulated in Constitutional Court Decision No. 55/PUU-XVII/2019. These options will revolve around the simultaneous holding of local and national elections, the scheme for structuring the recruitment of election organizers, and the schedule of national and local election stages. This discourse arises because we see that the non-fulfillment of the goal of organizing democratic elections as a result of the implementation of simultaneous elections as shown in the 2019 and 2024 elections should show the urgency to improve the schedule of simultaneous elections. When the simultaneous model that runs is not in line with expectations, as was the original purpose of simultaneous elections. Therefore, reorganizing the electoral system is a priority that needs to be done by President Prabowo’s administration. Through the offer of simultaneous election design that we propose, it is hoped that it will be able to produce improvements in the implementation of elections in the future, especially regarding the design of simultaneous election time in Indonesia.
